Executive Summary: This announcement governs the proposed award of formula grants under the Family Violence Prevention and Services Act (FVPSA) to Native American Tribes (including Alaska Native Villages) and Tribal organizations. The purpose of these grants is to assist Tribes in establishing, maintaining, and expanding programs and projects to prevent family violence and to provide immediate shelter and related assistance for victims of family violence and their dependents (42 U.S.C. 10401).

Office of Postsecondary Education; Overview Information; American Indian Tribally Controlled Colleges and Universities (TCCU), and Alaska Native-Serving and Native Hawaiian-Serving Institutions (ANNH) Programs; Notice Inviting Applications for New Awar

Purpose of Program: The TCCU and the ANNH programs authorized by Title III, Part A of the Higher Education Act of 1965 (HEA), as amended by the Higher Education Opportunity Act of 2008 (HEOA), Public Law 110- 315, provide grants to eligible institutions of higher education (IHEs) to help them become self sufficient and expand their capacity to serve low-income students by providing funds to improve and strengthen their academic quality, institutional management and fiscal stability. Section 371 of the HEA makes funds available in FY 2009 to certain minority-serving institutions eligible for Title III Part A programs including an additional $30 million to the TCCU program, of which $7 million is available for new awards; and $15 million to the ANNH program, of which $10 million is available for new awards. Awards under these programs are hereafter referred to as ``TCCU--Section 371 and ANNH--Section 371.''

Alcoholic Beverage Control Ordinance, Salt River Pima-Maricopa Indian Community

SUMMARY: This notice publishes an amendment to the Salt River Pima- Maricopa Indian Community's Code of Ordinances, Chapter 14, Articles I and II. This amended Code of Ordinances was last published on May 8, 1998 (63 FR 25516). Chapter 14 of the Code regulates and controls the possession, sale and consumption of liquor within the Salt River Pima- Maricopa Indian Community's trust lands specified in Attachment A of Article II. The Code allows for the possession and sale of alcoholic beverages within Salt River Pima-Maricopa Indian Community trust lands. This Code will increase the ability of the tribal government to control the distribution and possession of liquor within its reservation and at the same time will provide an important source of revenue and strengthening of the tribal government and the delivery of tribal services.

Meetings; Alaska Region's Subsistence Resource Commission (SRC) Program

SUMMARY: The Gates of the Arctic National Park Subsistence Resource Commission (GAAR SRC) and Denali National Park Subsistence Resource Commission (DENA SRC) will meet to develop and continue work on National Park Service (NPS) subsistence hunting program recommendations and other related subsistence management issues. These meetings are open to the public and will have time allocated for public testimony. The public is welcomed to present written or oral comments to the SRC. This meeting will be recorded and meeting minutes will be available upon request from the park superintendent for public inspection approximately six weeks after each meeting. Intent To Repay to the Northwest Indian College Funds Recovered as a Result of a Final Audit Determination

Education (Secretary) intends to repay to the Northwest Indian College (NWIC) an amount that represents approximately 57 percent of the amount of funds recovered by the Department of Education (Department) as a result of final audit determinations for audit findings covering fiscal years 1999-2001. The Department's recovery of funds followed resolution of the audit disallowances identified in a September 30, 2004 Program Determination Letter (PDL) issued by the Office of Vocational and Adult Education (OVAE) for the period of July 1, 1999 through November 26, 2001. The PDL sought recovery of $316,096. On December 1, 2004, NWIC appealed the monetary findings in the September 30, 2004 PDL to the Department's Office of the Administrative Law Judges (OALJ). Following discussions and exchanges of information between the parties, on March 27, 2006, the parties entered into a Repayment Agreement (Agreement) that fully resolved the issues in the proceeding and under which NWIC agreed to repay the Department $316,096. The NWIC has repaid the full amount in accordance with the Agreement.

Subsistence Management Regulations for Public Lands in Alaska--2009-10 and 2010-11 Subsistence Taking of Fish Regulations

SUMMARY: This final rule establishes regulations for seasons, harvest limits, methods, and means related to taking of fish for subsistence uses during the 2009-10 and 2010-11 regulatory years. The Federal Subsistence Board completes the biennial process of revising subsistence fishing and shellfishing regulations in odd- numbered years and subsistence hunting and trapping regulations in even-numbered years; public proposal and review processes take place during the preceding year. The Board also addresses customary and traditional use determinations during the applicable biennial cycle. This rulemaking replaces the fish taking regulations that expire on March 31, 2009.

Public Transportation on Indian Reservations Program; Tribal Transit Program Under the American Recovery and Reinvestment Act of 2009; Notice

SUMMARY: This notice announces the availability of $17 million in funding provided by the American Recovery and Reinvestment Act (ARRA) for the Public Transportation on Indian Reservations Program (Tribal Transit Program (TTP)), a program authorized by the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU), Section 3013 (c). This notice is a national solicitation for grant applicants to be selected on a competitive basis, and includes grant terms, conditions, and reporting requirements; application procedures; and the criteria that FTA will utilize to select ARRA TTP projects. ARRA TTP funding may be used only for capital expenditures. FTA will announce the availability of, and competition for, the FY 2009 (annual) TTP in a separate notice.
