Norton continues to question Native Hawaiian bill

The Bush administration has yet to take an official stance on legislation that would recognize a Native Hawaiian government. Some supporters of Hawaiian say Interior Secretary Gale Norton is stalling.

Norton said the bill needs to be redrawn to address land use, tax, jurisdiction and other issues. Hawaiian politicians, including Gov. Linda Lingle (R), believe these issues can be settled later. Former Bureau of Indian Affairs aide Loretta Tuell said Norton's questions are "death blows" for Hawaiian sovereignty.

Norton appears to be advocating a "restatement" of the trust relationship between the U.S. and Native Hawaiians despite having opposed the same for tribes during the trust reform task force discussions. Last year, BIA aide Aurene Martin also suggested the Lumbee recognition bill include some sort of restatement to clarify the federal government's obligations to the tribe.
